“High-quality education” - analysis of the conceptual assumptions and the conditions for implementing the model in the Polish education system in relation to blind and visually impaired students

Abstract

The article presents the characteristics of the new model of "High-quality education" proposed by the Ministry of Education and Science as part of the work on the model of education of students with special educational needs, in the context of the currently implemented model of "Inclusive education" of students with disabilities. An analysis of the general assumptions was carried out and the conditions for the implementation of the „High-quality education” model in the Polish educational realities were defined in relation to the requirements of educating students with visual impairments. The analysis covers conceptual (change of paradigm), terms (change of terminology), systemic (change within systemic support instruments for kindergartens and schools), organizational (change in the conditions of adapting education and support), financial (change in financing educational tasks) and social (change in awareness of social environment).
