The Polish Shipping Register: an Administrative Entity which is a Joint Stock Company

Abstract

Polski Rejestr Statków Spółka Akcyjna (the Polish Shipping Register, founded 1936), is a classifying institution which operates as a joint stock company on the grounds of private law, pursuing public objectives focused primarily on ensuring safety at sea, but also performing specific tasks for Poland’s inland navigation system. Hence one of the most characteristic features of its operations is that it may carry out “classic” classification activities generally carried out on the grounds of a contract concluded with entities such as a ship owner; but it may also perform maritime administrative tasks, acting in the same organising and legal capacity. Te aim of this study is to attempt to give a detailed description of the Polish Shipping Register, which is a joint stock company but also part of the Polish public administrative structure, which makes it an untypical administrative entity.
